Since Sept. 11, 2001, leaders within and beyond the United States have stressed the importance of "winning the hearts and minds" of people living in places that openly support, provide logistical assistance to or are predisposed to back extremist groups opposed to the West. And yet after nearly 16 years, the United States is still losing the fight for hearts and minds on battlefields across Yemen, Somalia, Afghanistan, Libya and Pakistan. This raises the question: How can extremists in these areas possibly be leveraging the power of cyberspace more effectively than their Western enemy?...
