Applying the Brakes to a Russian Truckers' Protest
A protest by long-haul truckers over a road-tax increase in Russia has gained momentum in recent weeks. In an effort to head off the protest, the Kremlin has proposed to freeze the increase, which had been scheduled to go into effect March 1.

A nationwide protest had been set to launch this weekend across Russia involving long-haul truck drivers upset with a tax increase on their use of federal and regional roads. For now, the Kremlin has diverted most of the planned protests by holding off on the tax increase, but the freeze has not completely appeased the public. For the Kremlin, this seemingly trivial and isolated issue could actually be an important indicator of the extent of overall discontent among the Russian people....
