Chile, Bolivia: A Nineteenth Century War's 21st Century Consequences

Michelle Bachelet, the frontrunner in Chile's presidential race, has offered a broad dialogue with Bolivia in which Bolivian demands for sovereign access to the Pacific Ocean would be discussed. However, Bachelet faces many internal and external hindrances to such a dialogue, including the lack of authoritative Bolivian leaders with whom to negotiate.
