Chinese Leaders Court the Masses With New Populism

Chinese President Hu Jintao and Prime Minister Wen Jiabao continue to promote a populist agenda. If the two leaders can create a power base among the masses, it will help them as they push painful economic reforms and guard against factional opposition within the Communist Party.
