EU: The Eastern Partnership's Lackluster Debut

The European Union on May 7 will debut its Eastern Partnership initiative, a program designed to strengthen relations with six neighboring former Soviet states. But the introductory summit is marked more by which political leaders will not attend than by which leaders will attend. The initiative's effectiveness is already in question, especially as Russia is resurging in the region.
