'Fallout Shelters' To Widen India's Military Advantage

India's proposal to build hundreds of "nuclear fallout shelters" along its border with Pakistan would seem to be a defensive maneuver. After all, Pakistan possesses nuclear weapons, so constructing fallout shelters seems logical. However, the size and scope of the Indian bunkers indicate their possible use in conventional warfare — and allow India yet another advantage over the Pakistani military.
