In a Jan. 13 report on Angola's oil sector, campaigning lobby Human Rights Watch in effect defines transparent handling of oil revenues as a human-rights issue. HRW and other nongovernmental organizations might believe they can successfully pressure Western investors in Angola's oil sector — if not Angola in general — to support transparency initiatives. While some oil companies have supported the Extractive Industries Transparency Initiative, a British-backed code of conduct, others have demurred, insisting that governments should lead on disclosure. By labeling transparency as a human-rights issue, campaigners might have found a way to reverse this pattern.
