Summary

Mexican President Felipe Calderon's Jan. 10 praise of certain forms of private investment in the Mexican petroleum sector provides a glimpse of his future efforts to reform Mexican state oil company Petróleos Mexicanos (Pemex). Though he might achieve reforms that could yield increased investment and maintain current production capacity, his efforts will not permanently reverse Pemex's decline. Achieving that probably will have to wait for reform under a future Mexican administration.
