Myanmarese dissidents in India said Sept. 28 that additional troops have been deployed toward Yangon, a day after troops killed five civilians and four monks in the former capital. Myanmar's junta is not as imperiled as it might appear, however. A multitude of factions and stakeholders are involved, including China, India and Thailand — which are unlikely to interfere.
