A New Agreement Reached in Kiev

Summary

Over the lunch hour in Kiev, Ukrainian President Viktor Yanukovich announced a series of compromises meant to end the crisis in Ukraine. Yanukovich called for presidential elections and the formation of a transitional government. In a key concession, the president also said Ukraine would revert to its 2004 constitution. According to some media reports, elections will take place in December, the transitional government will take shape over the next 10 days and the constitution will not be changed until September. The main opposition leaders signed the agreement. 
 
Despite the news of a settlement, the atmosphere remains tense. Some of the more radical opposition factions will likely try to undermine the deal. It is now up to opposition leaders and Western negotiators to show that they have the ability to restore calm.

Western intervention means there is pressure on Europe and the Ukrainian opposition to maintain the calm....
