The Nigerian government announced June 25 an amnesty program aimed at militants in the country's Niger Delta region. The program's public purpose is to disarm and demobilize fighters that have carried out attacks against the region's energy infrastructure. However, the program likely is also meant to begin organizing the militants ahead of the national elections Nigeria is slated to hold in 2011.
