Pakistan: Civilian Control Over Intelligence

Summary

Pakistan announced July 26 that it was placing its Inter-Services Intelligence (ISI) agency under the control of the Interior Ministry. The move, which is designed to counter mounting international pressure to rein in jihadist activity and clean up its intelligence apparatus, is unlikely to lead to any major improvement in the security situation within the country. The announcement notwithstanding, the military is not about to relinquish complete control over the ISI to a nascent civilian administration. But an increased civilian say over the affairs of the agency will, in the short term, add to the crisis of governance faced by the state.
