Russia, U.S.: The Elusive WTO Accord

Summary
Oct. 31 was the mutually agreed upon deadline for the United States and Russia to reach an agreement on the terms for Russia's accession to the World Trade Organization (WTO). The countries failed to reach an agreement by the last such deadline, the July G-8 summit in St. Petersburg, Russia. And they have failed again. Despite optimistic statements that a deal is just around the corner, the United States and Russia are not about to reach such an agreement.
