Russian Elections: An Incomplete Victory for the Kremlin

The party of power in Russia swept to a decisive victory in Dec. 2 parliamentary elections. But despite everything from voter intimidation to total control of the airwaves and the establishment of additional pro-government parties, the government failed in its ultimate goal: to eradicate all opposition forces from the Duma.
