South African President Jacob Zuma survived yet another vote of no confidence Aug. 8. The embattled president has survived numerous similar votes in the past but this was the first to use secret ballots. Previous no confidence votes were conducted openly, greatly constraining lawmakers from the ruling African National Congress (ANC) from voting against the president for fear of retaliation. Zuma still has the loyalty of South Africa's various intelligence agencies, a fact not lost on his ANC rivals....
