U.K.: For Brexit Negotiations, a New Round Yields the Same Challenges

The Brexit clock keeps ticking, but an agreement between the United Kingdom and the European Union remains elusive. The sixth round of Brexit negotiations ended on Nov. 10 with the two sides saying during a joint press conference that some progress had been made -- though they did not announce any concrete breakthroughs. EU chief negotiator Michel Barnier said that the United Kingdom has two weeks to make a concrete financial proposal if it wants the bloc to authorize the start of trade negotiations during a Dec. 14-15 summit. His British counterpart, David Davis, insisted that the United Kingdom will honor the financial commitments it made as a member of the European Union, but declined to provide a figure for the so-called "divorce bill."...
