Venezuela, Russia: Talking Big on Energy and Arms

Summary

Venezuela and Russia announced Sept. 10 several cooperation agreements on defense, energy and trade. The deals, while chiefly symbolic, may revive Cold War-era ties between Moscow and Latin America, and serve as a convenient way for both Russia and Venezuela to needle the United States in its geopolitical backyard.
