In Response to Coronavirus, Russia Will Back Only Modest Action by OPEC+
It is now clear that the impact of the new coronavirus on the world oil market will be substantial, but much uncertainty remains about the total impact on demand in 2020. The most probable scenario is a "sharp but short" hit to demand, but a wider spread could deepen and lengthen the impact. OPEC and other producers will attempt to at least partially mitigate the impact on oil prices, but Russia will likely insist on a cautious approach that does not last long.

India and South Korea Win Waivers From Iranian Oil Sanctions, but the Pressure's Still On
After months of negotiations and just days before U.S. sanctions imposed on importers of Iranian oil kick in, the United States has apparently agreed to give waivers to two of Iran's biggest oil customers, sparing them from the penalties. Bloomberg News reported Nov. 1 that India and South Korea, the largest importers of Iran's oil behind China, have arranged deals for the exemptions, while noting that the details of those broad agreements may not be completed until after sanctions start on Nov. 5.

Trump Angles for a Win in Asia
U.S. President Donald Trump embarks on a 12-day tour of the Asia-Pacific at a time of geopolitical flux. The trip comes on the heels of a major leadership transition in China and a snap election in Japan. Those changes have strengthened Xi Jinping and Shinzo Abe, the leaders of the region's two biggest economies, which are also geopolitical rivals. Meanwhile, Washington is entangled in controversy at home. But the United States faces a far more pressing challenge: a North Korea that is quickly approaching its objective of a credible nuclear deterrent -- a red line for the United States. The president can be expected to exhort both allies and rivals to step up their efforts to contain Pyongyang. However, Washington's problems at home, its demands for trade reassessments and the ongoing strategic realignments in the region will complicate its efforts to reaffirm its commitments and to advance its priorities.

In Russia, an Energy Freeze Comes With Strings Attached
Russian President Vladimir Putin announced on March 2 that his country's major oil producers had reached an agreement to freeze production at January's levels -- confirming that Russia would cooperate with a general production freeze agreement made in February by major producers both in and outside OPEC. Although Putin's announcement was significant, global oil markets didn't react, highlighting the reality that Russia's production in January was already at a post-Soviet record 10.9 million barrels per day.
