Libyan coast guard vessels loyal to the Tripoli-based government stopped Togo-flagged tanker San Gwann 7 kilometers (4.35 miles) north of Abu Kammash district on May 10, Times of Malta reported May 11. The tanker was carrying 85,000 liters of smuggled diesel fuel and was bound for Malta. Officials arrested the Syrian captain and two Egyptians, bringing the vessel back to Abu Sitta naval base in Tripoli. Control of Libyan hydrocarbon revenues is key for gaining power over the fractured nation, especially as Libya's new unity government struggles to extend sovereignty.
