Sudan: Transitional Military Council, Opposition Alliance Sign Agreement on Transitional Process

What Happened: Sudan's Transitional Military Council and the opposition alliance have signed an official agreement to outline the country's transitional process following the ouster of longtime President Omar al Bashir, The Guardian reported July 17.

Why It Matters: Both sides made modest progress in negotiations since reaching a power-sharing agreement on July 5, but the current document continues to avoid some of the most controversial issues that will define Sudan's future.

Background: Although there was some agreement about the composition of the sovereign council that will govern Sudan until elections can be held, negotiations over the powers of the council and reforms to Sudan's security services continue.
