Syria: President Gives Amnesty to Army Deserters

What Happened: Syrian President Bashar al Assad has granted general amnesty to people who deserted the country's army, AP reported Oct. 9. Deserters living in Syria now have four months to turn themselves in, while those living abroad have six.

Why It Matters: Many countries are searching for ways to send home some of the many refugees who fled Syria's conflict, but fear of arrest for draft dodging has prevented many Syrian expatriates from returning to their home country.

Background: Approximately 5 million Syrians are currently living abroad, placing strain on the societies and economies of their host countries.
