Afghanistan: Understanding Reconciliation

A comprehensive Afghan reconciliation program appears to be in the planning stages in Kabul. Though past efforts have yielded little practical effect, this latest initiative will be of pivotal importance to the U.S. exit strategy and comes at a critical time as the surge of troops moves closer to full strength.
