Summary
U.S. President George W. Bush has designated an al Qaeda suspect who has been in U.S. custody since December 2001 as an enemy combatant. Justice Department officials say Ali Saleh Kahlah al-Marri was a "sleeper operative" enlisted to direct future attacks in the United States. This would imply the existence of a middle management structure within al Qaeda — possibly even inside the United States.
