Mohammed Barkindo, secretary-general of the Organization of the Petroleum Exporting Countries (OPEC) confirmed Nov. 30 that Angola is poised to join the global oil cartel. This maneuver will have little real effect on OPEC's ability to improve its production cutting capacity, but it will improve Angola's international profile.
