The second car bomb in five months exploded June 13 in front of the Emergencies Ministry in the center of Tajikistan's capital, Dushanbe. President Emomali Rahmonov is walking a similar path to that taken by Kyrgyz President Askar Akayev before popular unrest led to his removal from office. With the specter of civil war looming on the horizon, however, political instability has far more severe implications for Tajikistan.
