Summary
Western-brokered talks aimed at leading to a unitary state in Bosnia have failed to achieve substantial progress. The talks have fallen victim to the fractious nature of Bosnia, where a weak central government presides over two powerful ethnic political entities. Whether the talks will get anywhere also depends on Russia, which has taken a renewed interest in the Balkans.
