Summary
The Aug. 15 earthquake in Peru could give Chile an opportunity to reduce tensions between the two countries. Until Chilean-Peruvian tensions significantly diminish, the Chilean government will not be able to make progress toward its long-term goal of gaining full control of the military's budget and thereby of fully securing civilian rule in the country.
