China: Bus Bombings and a Window of Opportunity for Grievances

The Yunnan provincial branch of China's Public Security Bureau stated July 21 on its Web site that two separate public bus explosions that occurred the same day were acts of sabotage. Local actors are likely the culprits behind these attacks, which, though nonthreatening in isolation, could prove increasingly difficult for China's national security apparatus to handle should their volume and frequency spike without warning.
