China: Docking Diplomacy

For the third time in a month, China refused to allow a U.S. warship to dock in Hong Kong. While this might seem to indicate a fundamental shift in U.S.-Chinese relations, these refusals are simply part of the day-to-day bickering between Beijing and Washington.
