China: The Energy Bureau Moves Against its Parent

Summary

Less than three months after being rubber-stamped into existence, China’s new Energy Bureau is showing signs of pulling away both physically, and organizationally from its parent, the National Development and Reform Commission. If true, this could be the first steps in the State Council’s plans for turning the Energy Bureau into a ministry in function if not in name.
