The period of calm that settled over China and India after their last territorial spat may not survive much longer. On Oct. 30, Chinese Foreign Ministry spokeswoman Hua Chunying restated the fact that China won't designate Masood Azhar -- head of the Pakistan-based militant group Jaish-e-Mohammad -- an international terrorist when his status is discussed by the U.N. Security Council on Nov. 2. Hua cited a "lack of consensus" by way of explanation.
