China: The New Energy Bureau Emerges

China's National Development and Reform Commission announced July 29 that the country's new energy industry management institution — the State Energy Bureau — has officially been launched. But the new bureau lacks both control over energy product pricing policies and independence of communication with the Chinese leadership — meaning it has a long road ahead before it can become the truly independent entity that President Hu Jintao originally envisioned.
