Summary
The Colombian Congress on Dec. 1 passed a constitutional reform bill to extend the country's presidential term limit to two terms, which — based on President Alvaro Uribe Velez's popularity — will make his re-election in 2006 a strong possibility. In turn, this will significantly enhance the possibility of continued substantial funding for Plan Colombia in the U.S. Congress in 2006.
