DRC: Rwanda and the Doomed Cease-Fire

Summary

Rebel forces under Tutsi Gen. Laurent Nkunda pulled out Feb. 22 from a monthlong cease-fire with the government of the Democratic Republic of the Congo (DRC). While Nkunda himself has said that his group has not abandoned the agreement, the failure to incorporate Rwandan interests in the eastern DRC effectively dooms the cease-fire.
