Finance ministers from the European Union's member nations agreed Dec. 2 to create three new financial regulatory agencies in Europe. The regulators will oversee banks and the insurance and security markets. Although new financial regulations cannot help Europe's banks solve their current problems, the creation of these agencies could be an important step in setting up a system to cope with future difficulties.
