On Sept. 19, the European Union's foreign affairs chief, Federica Mogherini, revealed a high-level strategy to boost the Continent's transportation, energy and digital infrastructure connections to Asia. Though Mogherini emphasized that the proposal was not a direct reaction to China's Belt and Road Initiative, the policy plan includes projects on maritime transportation on the Mediterranean and Black seas, rail transportation in Central and Eastern Europe, as well as railway and road links with Central Asia and China. First and foremost, the plan emphasizes cooperation with China and Japan but also seeks to enlist others, including the United States, Australia, Turkey, India, Central Asian countries and the Association for Southeast Asian Nations.
