EU: Lithuania Says No on Kaliningrad

Lithuania's parliament adopted a resolution condemning a Russian proposal to allow visa-free travel between Russia and its Baltic enclave of Kaliningrad. The issue is evidence of Russia's waning influence in the newly expanded European Union, and a further example of how individual member states, however tiny, have the power to dictate EU-wide foreign policy.
