EU: Meeting on Kosovo

EU foreign ministers are meeting Feb. 18 to decide on a response to Kosovo's Feb. 17 declaration of independence. All of the European Union's foreign policy decisions require unanimity, and the member states opposing Kosovar independence are in the minority.
