Summary
The summit of EU heads of government begins Dec. 14, with the topic of formulating a firm enlargement policy dominating the agenda. A broad agreement maintaining offers of membership, albeit with firmer requirements, to all states in the Balkans will most likely emerge from the meeting — but after that the EU will suspend all enlargement offers until the mood in Europe changes.
