France: Sarkozy's 'Banlieues' Plan

French President Nicolas Sarkozy unveiled an ambitious plan Feb. 8 to rejuvenate the country's troubled suburbs by adding police officers and rerouting infrastructure cash to various social and educational programs. While it is certainly a step in the right direction, the plan does not include any new money and likely will not be sufficient, considering the scope of the problem.
