Germany: CDU/FDP Coalition Fails to Win Majority

Christian Democratic Union leader Angela Merkel and her party's coalition partner the Free Democratic Party failed to win a majority in the Bundestag in Germany's hotly contested Sept. 18 elections. Germany now faces two possibilities: an Italian-style bout of political instability or a "grand coalition" which could well result in a stalled political quagmire.
