As Hamas loses control of the Gaza Strip and is suppressed into an insurgency, Qatar will likely expel Hamas' political bureau and align its Palestine policies with the other Gulf Coordination Council members, though Doha will likely use humanitarian aid to maintain its independent foreign policy.
