India: Geographic Realities and Submarine-Launched Ballistic Missiles

India's Defense Research and Development Organization will soon test a submarine-launched ballistic missile. While such a missile system can be the best way to survive — and hence to respond to — a nuclear first strike, it remains unclear whether the benefits of such a system outweigh the costs.
