India: Militants Attack Delhi High Court

Summary
Militants detonated an improvised explosive device outside the Delhi High Court on Sept. 7. Though Harkat-ul-Jihad e-Islami (HUJI) claimed responsibility, the attack was more likely carried out by an undefined network composed of the remnants of regional transnational militant groups that oppose the Indian government. Someone claiming to represent HUJI said the attack was staged to demand that the death sentence of a Kashmiri militant involved in the 2001 attack on the Indian parliament be revoked, and this incident may complicate plans for the Indian government, which has been reluctant to carry out the execution for fear of a militant backlash.
