Iran: Dreams of a Caspian Refinery

Iran announced Jan. 27 that it plans to build an oil refinery near Turkmenistan on the Caspian coast. Though the project would be highly advantageous for Iran both economically and geopolitically, the question remains whether Iran can fund the project without investment from Central Asian states.
