Japan: Foreign Investment and Tax Reform

Summary

Japan’s Ministry of Economy, Trade and Industry is pushing for tax reforms to attract foreign investors to Japan. The reforms have yet to pass through the tortuous paths of political legislation, but if they become law they will go some way toward making Japan less protectionist in the long term. Still, lowering taxes will not allay foreign investors’ deeper reservations about aspects of Japan’s economy and business culture.
