Kazakhstan: A Chinese Energy Loan

Summary
China has agreed to lend $10 billion to Kazakhstan for projects in its oil and natural gas sector — with no strings attached. Moscow and Beijing both have fundamental interests in Central Asia. As long as China's relations with Kazakhstan and the bulk of Central Asia are related to economics, Russia will not object to moves like the current loan.
