Kazakhstan: The Risks of Delaying Kashagan

Summary

For the fifth time in three years, production at Kazakhstan's Kashagan oil field has been delayed. Cost overruns were responsible for the delay, as was the Kazakh government's bid for greater control of and profits from the project. If Kazakhstan continues to push for concessions on Kashagan, however, it could wind up killing the project.

Kazakhstan and a consortium of supermajor oil companies have agreed once more to postpone the start of production at the Kashagan oil field project until the end of 2013....
