Summary
Russia's Cabinet agreed Sept. 30 to send a bill to the Duma for a vote on ratifying the Kyoto Protocol. With a Russian stamp on it, the global environmental treaty could enter into force, likely within months. Although this is great news to the European Union, which has made it a top priority, and to the environmentalists who have fought for it, Kyoto will bring serious economic consequences — which could very well put it in jeopardy.
