Latvia's Constitutional Court ruled Dec. 21 that the government's austerity measures to cut pension payments are unconstitutional. This means Latvia could have trouble keeping to the terms of its International Monetary Fund and EU bailout plan. Combined with the dire economic situation in Latvia, the austerity measures could lead to increasing social unrest.
